There are actually no orphanages anywhere in the U.S. anymore. Children without homes or parents typically stay in foster homes until they are either adopted or age out of the system at 18. (see link below for info)
All families that want to adopt a child need to pass a homestudy first. Those could run up to a couple thousand dollars. When prospective adoptive families apply to adopt through the state foster-to-adopt program, there is little to no cost to the adoptive family. Any costs incurred will eventually be reimbursed through a tax credit of up to $11,000 on their returns at the end of the year.
On the other hand, prospective families who want to adopt privately or through an adoption agency can expect to pay $20,000-$30,000 for a healthy, white newborn infant! (supply & demand) Those families can also take the same adoption tax credit.
